The groups/entities that will be directly positively affected by the project at the purpose level.

A written or formal offer to supply goods, perform services or execute works for an agreed price.

The overall process of putting a contract out for tender, starting with the publication of a procurement notice and ending with the award of the tendered contract. The tender procedure should strictly follow the provisions of section 2.1 and 2.2 of the Annex 8.3 to the Guidelines and national public procurement rules.
