The best tellers about achieved within a Project are people who implement it. During September and October events like Info days, quizzes, nature education lessons and clean-up activities, exhibitions and openings of investment sites gathered students, pupils and local people all around Programme territory. European Cooperation Day 2013 was marked by 14 events and it was celebrated by 15 Projects of the Estonia-Latvia-Russia cross border cooperation programme. Flagship Project „Green Man” co-organized tree planting activities and together with the Programme proved that planting trees in regional capitals adds a green value in urban environment. Read more

On 2 – 4 October the Project "Fostering Socio-economic Development and Encouraging Business in Border Areas" (FOSTER SME) took part in XVII International Forum "Russian Industrialist" in St. Petersburg, the biggest platform to exchange experience and share achievements of the industry in the North-East Russia. On 5 October in the frame of the project „Water environment protection and green lifestyle measures development in Latvia and Russia border regions (AQUA LIFE)” 10 project partners organized clean- up collectives in Latvia and Russia. The aim of the clean-up collectives was to improve environmental condition of the public water bodies in the project partner’s territories. It also marked the European Cooperation Day 2013. On Saturday, 12 October, the opening ceremony of Harbour pavilion took place in Rapina Harbour, Estonia. Räpina harbour pavilion was built in the frame of Large Scale Project of ENPI Estonia-Latvia-Russia CBC Programme 2007-2013 “Economically and Environmentally Sustainable Lake Peipsi area” (Common Peipsi). It is the first large scale infrastructure object in Estonia finalised within the Programme. Representatives of the JTS of the Programme, project- and cooperation partners from Estonia, Latvia and Russia were present among invited guests of the event and all interested people had opportunity to participate as well. Implementing authorities of seven cross border cooperation Programmes with participation of Russia, Belarus and Ukraine as external partners have met for the Annual Meeting in Lilaste, Latvia on 8 October 2013. Representatives of each Programme presented its current state of play and best implementation practice was exchanged among Heads, Project Managers, Financial Experts and Information Managers. On 26 September Avinurme wood park and playground were opened by the Project “Advancing remote areas by development of cross-border VH tourism route on basis of local resources” (Via Hanseatica) in Avinurme Rural Municipality, Estonia. 
The opening ceremony of the park was attended by the representatives of the builder, of the financier, of the owner of the property and of Avinurme Rural Municipality, and supported by children from a kindergarten. Read more

On October 9 an exhibition „Riga Polytechnicum. File Nr. RP 1863–1899” was opened in the atrium of a newly renovated building of the Faculty of Architecture and Urban Planning of the Riga Technical University (RTU) and a public seminar was held jointly by the project „Cross border E-archive” and the Riga Technical University. The audience was introduced with the project, exhibited documents, the history of RTU and the history of higher education in Latvia in the context of scientific and technological progress. On 3-4 October the second training seminar of the trainings series devoted to the issues of local self-government development was held by the Project «Supporting the local self-government development to improve the quality of life in rural areas» (LSG Development) in the pilot municipality of the project – Shugozero rural settlement (Leningrad Region, Russia). Attendants of the training were rural elders and their representatives.
The topic of the training “Self-employment in rural area through rural tourism: development of guest houses” was chosen on the basis of consultations with elders and representatives of the municipality’s Administration. Read more

On 3 - 4 October Round Table Discussions were held in Pskov Agricultural College (Pskov, Russia) and Malnava College (Malnava, Latvia) within the project "Improvement of higher vocational education in the field of transport and logistics" (T&L). More than 30 participants from Latvia and Russia took part in Round Tables representing rather wide academic, business and regional development community. Read more

On 27 September representatives of the Project “Archaeology, Authority and Community: cooperation to protect archaeological heritage”, archaeologists from the University of Tartu, in co-operation with the University of Tartu Art Museum, participated in pan-European science festival Researchers’ Night for the third time already and this time the focus was on mummies and their secrets. Almost 500 people visited the 4-hour interactive exhibition and gained knowledge about mummy-making processes, balmed animals and who and why were chosen to be balmed. Read more
