Border areas of Estonia, Latvia and Russia are benefiting from joint cross border solutions

Annual Event of the ENPI Estonia-Latvia-Russia cross border cooperation programme on 4 June in Gatchina, Russia clearly showed that remarkable results have been achieved in the spheres of tourism and technology development, as well in people to people cooperation. As acknowledged by Ms Iruma Kravale, Head of Development Instruments Department, Ministry of Environmental Protection and Regional Development of the Republic of Latvia the Programme is boosting and Project and Programme Events Calendar shows very intense implementation schedule every month. 18 projects out of 50 in implementation have completed activities by June 2014.

Mr. Konstantin Shkred, Head of Department for International Relations, Promotion of Interregional and Cross-Border Cooperation, Ministry of Regional Development of the Russian Federation noted the overall success of implementation of Estonia-Latvia-Russia CBC Programme and importance of joint solutions and transfer of know how in social sphere. Project “Supporting the local self-government development to improve the quality of life in rural areas in Latvia and Russia”, where municipalities from Latvia and Russia cooperate, has gained special recognition from the President of the Russian Federation Mr. Putin.


As mentioned by Mr. Andrey Minin, Chairman of the Committee for External Relations of the Leningrad Region and in video-address by Ms. Margarita Golovko, Head of European Territorial Co-operation Bureau, Ministry of Interior of the Republic of Estonia Programme visit card between Russia and Estonia in tourism is cross border towns Narva – Ivangorod. To this easily can be added also Via Hanseatica and Tour de Latgale and Pskov – these routes include also Latvia


Results of each project, especially those related with improving the life of children, are for the good of the next generation stressed Mr Minin. Year 2014 is “Year of Childhood” in the Leningrad Region and responding to the theme plenary session “Cross border cooperation for future – benefits for children” and exhibition “Children in project focus” included informative and visual presentations of 13 children related projects.

Project "Lanscape pearls" Site Visit to Pavlovsk palace and Park, 3 June 2014

Opening of the historical Grand Cascade in the Pavlovsk Park (~ 600ha) was a part of the Annual Event of the Programme.


Grand Cascade in Pavlovsk Park was erected in the years 1786-1787 by architect Charles Cameron. At that time it was a small waterfall of big stones of irregular form with water flowing from them. Later the waterfall was rearranged in Italian style, a wall with portal and a view platform with balustrade was erected by architect Vincenzo Brenna. The works were finalized in the year 1749.



The Grand Cascade underwent first reconstruction in the year 1820. During the 2nd World War stone constructions were not seriously damaged, but the main pipe letting out the water was damaged inside the ground. Thorough investigation in 1990 showed that water leaks caused serious erosion of stone wall. Later in the year 2007 balustrade was also damaged.

 

Now after reconstruction works within the project “Landscape pearls” Grand Cascade is in its full beauty and functionality first time since 1850. The stone wall and portal were reassembled: damaged stones were substituted by new ones. The water pipe was restored, the balustrade renewed.
