Expert for the preparation of the Estonia-Russia Cross Border Cooperation Programme 2014-2020
The Republic of Estonia and the Russian Federation have started the preparation process for elaborating the new Estonia–Russia Cross-Border Cooperation Programme for the period 2014-2020 (hereinafter the Programme). Majority of the preparation activities will take place during 2013 and 2014. The new Programme will aim to support Estonia-Russia cross-border cooperation initiatives and will act as one of successors of the ENPI Estonia-Latvia-Russia Cross-Border Cooperation Programme 2007-2013 (www.estlatrus.eu)
A Joint Programming Committee, consisting of representatives from Estonia and Russia, shall have the over-all responsibility for the preparation of the new Programme.

PROGRAMME PREPARATION EXPERT
Main task of the Programme Preparation Expert is to support Joint Programming Committee in managing the Programme preparation process.
Main tasks of the expert include:
• Drafting the Programme document based on the legal package of the European Commission, Estonian national legislation, decisions of the JPC and recommendations of other stakeholders
• Preparing the background analysis of the Programme area (collection and analysis of statistical data) and other additional studies, if necessary
• Organising workshops, seminars and meetings with stakeholders for getting input for Programme preparation process
• Preparing documents for the JPC and other relevant meetings
• Communicating and sharing information with relevant stakeholders regarding the progress made in drafting the Programme document
• Participating at relevant meetings and trainings (like events organized by the European Commission, INTERACT etc)
Required Qualifications and Skills:
• University degree in public administration, economics, law or other relevant fields
• Very good written and spoken Estonian and English language; good spoken Russian language
• Practical experience in compiling a study or research and/or elaborating strategic documents or Programmes
• Practical experience in organizing seminars and leading discussions
• Practical experience in working with the EU regulations
• Good analytical, communication and writing skills and computer literate
• Experience in working with cross-border, transnational and/or international programmes and understanding the logic of the European Neighbourhood Policy are considered as advantages
A good candidate is self-disciplined independent worker, who is capable and ready to lead the process of compiling the Programme document, keep the deadlines and focus on results.
Terms of Employment
The Programme Preparation Expert will be employed by Enterprise Estonia. Location of the work will be the office of Enterprise Estonia in Tallinn/Tartu. Main working language of the programming exercise will be English.
The employment of a successful candidate is foreseen on a full-time basis for the period from summer 2013 until December 2014. If the programming process requires, the employment might be extended. A competitive salary will be offered depending on the qualification and experience of the selected candidate.

Selection will be done by a selection team comprising officials from the Estonian Ministry of the Interior, the Ministry of the Regional Development of the Russian Federation and Enterprise Estonia. Job interviews are planned to be held in the beginning of July 2013 and will be conducted in English.
