LSP-4: Cornerstone laid for the Border Crossing Point „Vientuļi” in Latvia
Implementers of the LSP-4 met in Vientuļi, Latvia on 24 September and the cornerstone of the main building of the Border Crossing Point „Vientuļi” was laid together with the capsule. Message to the future include evidences of the day – 24 September and year 2014 – local newspaper „Viļakas novads”, Euro and Lats coins, as well the epistle. New Border Crossing Point „Vientuļi” is being built within the only Large Scale Project between the Republic of Latvia and the Russian Federation and after its completion substantially will increase quantitative and qualitative throughput of the point in order to improve overall capacity of BCPs between Latvia and Russia.
State Joint Stock Company “State Real Estate”, Latvia is the Beneficiary of the LSP-4 and implements the project together with two partners from Russia - Federal Agency for the Development of the State Border Facilities of the Russian Federation and Federal State Budget Institution “Rosgranstroy”.
Constructor of the BCP „Vientuļi” is SIA „Arčers”, that won the procurement. Total amount of the contract between State Joint Stock Company „State Real Estate” and SIA „Arčers” for the complete construction of the BCP is 11 094 156, 00 eiro without VAT.
During the I and II phase of works construction of basic infrastructure and site preparation works will be completed. It includes water supply, sewerage and waste water treatment, power and heat supply and distribution, communication infrastructure and main buildings of the reconstructed BCP (import flow).
Construction of the BCP and its new infrastructure will serve as solid basis for turning of this point into fully functioning border crossing point for passenger and cargo vehicles in the future.
Total budget of the LSP-4 is 9 298 192,00 EUR, where ENPI Estonia-Latvia-Russia CBC Programme’s co-financing is 8 368 373,00 EUR (90%), but project partners co-finance 929 819,00 EUR (10%)
Large Scale Project „Vientuli-Brunisheva” is being implemented in the framework of the Grant Agreement signed on 28 December 2012 between the State Joint Stock Company „State Real Estate” and the Ministry of Evironmental Protection and Regional Development of the Republic of Latvia.
