New colleagues join the Secretariats of Estonia-Latvia-Russia and Latvia-Russia Programmes

Ms. Elena Makarova has re-joined the Joint Technical Secretariat (JTS) of Estonia-Latvia-Russia CBC Programme and now will be based in the St. Petersburg Branch Office fulfilling duties of the Information Manager.

Since March 2011 Elena has worked as a Project Manager in the JTS main office in Riga. She has graduated from the St. Petersburg State University, Faculty of Sociology, and, since 2004 has been involved in implementation of a number of projects, including those with the cross-border cooperation component. Being a Junior Researcher in the Laboratory for cross-border and transboundary cooperation, Institute of Regional Economy Problems (RAS), Elena was actively involved in the relevant studies and research work. Newly recruited Ms. Natalija Kulakova has started to work as a project manager in the JTS of Latvia-Russia CBC programme main office in Riga, Latvia.

From April 2010 to September 2016 Natalija has worked as a Senior Expert in the Managing Authority of the Structural Funds and the Cohesion Fund in Latvia (in the Ministry of Finance) and was responsible for the monitoring and management of the programmes financed by the European Union. She has graduated from the University of Latvia, Faculty of Economics and Management.
