Programme held its Joint Monitoring Committee 8th meeting in Tallinn, Estonia

On 11 December, 2013 the Joint Monitoring Committee (JMC) of the Estonia-Latvia-Russia Cross Border Cooperation Programme 8th meeting took place in Tallinn, Estonia. Chairmanship in the year 2013 is in hands of the Republic of Estonia and meeting was chaired by Ms Silja Lipp – Adviser at the European Territorial Cooperation Bureau in the Ministry of the Interior of Estonia. The representative from the European Commission, Mr Alejandro Eggenschwiler took part in the meeting.


JMC members - representatives from the National and Regional Authorities from Estonia, Latvia and Russia were introduced with the present status of the Project (including Large Scale Projects) implementation and risk management in projects, with implementation of overall Annual Work Plan and Information and Visibility Plan of the year 2013, absorption of the Technical Assistance Budget as well with overall Programme financing issues and report by the Audit Task Force. In total 12 presentations were prepared by the staff of the Joint Technical Secretariat and the Joint Managing Authority.


Joint Monitoring Committee approved following working documents for the coming year 2014 - Annual Work Plan, Information and Visibility Plan and Technical Assistance Budget. Three proposed 2nd Call Projects – Heritage Business, Preserve not to lose and LSG Development were approved as flagship stories of the Programme for the European Cooperation Day 2014.


Chairmanship for the year 2014 following rotation principle was handed over to Russian Federation.


Currently 240 partners (organisations and institutions) from Estonia, Latvia and Russia are involved in implementation of 45 bilateral and trilateral standard Projects and 5 Large Scale Projects. Information about all 50 Projects is published in Projects Section of the Programme’s website.


 
The Joint Monitoring Committee is responsible for effective and qualitative implementation of the Programme, approving projects to be financed and monitoring implementation of the Programme. A representative from the European Commission participates in the work of the Joint Monitoring Committee in the capacity of an advisor.


 
The overarching strategic objective of the Estonia-Latvia-Russia Cross Border Cooperation Programme within European Neighbourhood and Partnership instrument 2007-2013 is to promote joint development activities for the improvement of the region’s competitiveness by utilizing its potential and beneficial location in the cross roads between the European Union and Russian Federation. The specific objective is to make the wider border area an attractive place for both its inhabitants and businesses through activities aimed at improving the living standards and investment climate.
