Recruitment of an Information Manager for the Branch Office of the Joint Technical Secretariat in Pskov, Russia

Estonia - Latvia - Russia Cross Border Cooperation Programme within ENPI 2007-2013 is looking for an Information Manager with Russian and English languages for work at the Joint Technical Secretariat in Pskov Branch Office (for the period of maternity leave of current employee). The official language of the Programme is English.


Main Responsibilities

 - to develop and implement the Programme’s information and publicity measures;

- to organize information events;

- to prepare and distribute information to promote the Programme;

- to ensure guidance to potential beneficiaries, beneficiaries and project partners regarding the publicity and information actions;
- as well as to provide other necessary assistance for the proper project implementation;

- to monitor fulfilment of publicity requirements by the projects;

- to inform stakeholders, media and the general public about the Programme;

- to cooperate with institutions involved in the Programme implementation in the field of competence;

- to represent the Programme.

The position requires frequent travelling.

 

Required Qualification and Experience


- relevant University Degree;

- excellent knowledge of Russian and English languages, both–oral and written, knowledge of Estonian and Latvian will be considered as advantage;

- good knowledge of European Union (EU) regional development policies and relevant legislation, in particular related to European Neighbourhood and Partnership Instrument;

- good knowledge about EU (including Practical Guide to Contract Procedures for EC External Actions (PRAG)) requirements towards publicity and information provisions;
- awareness of Baltic Sea Region policies;

- experience with implementation of EU financed projects / programmes;

- minimum one year experience with information and in public relations tasks;

- excellent writing, communication and presentation skills;

- ability to work in multi cultural environment;

- computer literacy, basic graphic design skills;

- experience with office management and administrative tasks.


Terms of Employment and Selection

The Information Manager will be legally employed under the Russian Labour Law by Hosting Institution, Foundation “Saint-Petersburg Foundation of small and medium business development”. The employment is foreseen on a full-time basis (40 hours a week) in Pskov, Russia, for the period of maternity leave of current employee.
 

A competitive salary will be offered depending on the qualification and experience. The successful candidate will be expected to commence the work from March/April 2013.

Selection will be done by the Joint Task Force for the JTS staff recruitment of the Programme comprising officials of the JMC from the Republic of Estonia, Republic of Latvia and the Russian Federation, the representatives of the JMA and the JTS.
