St.Petersburg hosts 9th meeting of the Joint Monitoring Committee of the Programme

On 10 December, 2014 the 9th  meeting of the Joint Monitoring Committee (JMC) of the Estonia-Latvia-Russia Cross Border Cooperation Programme took place in St.Petersburg, Russia. Joint Monitoring Committee was informed about official  prolongation of the Programme till 31 December 2015 entering into force from 8 December 2014. Prolongation of the Programme lead to decision on prolongation of 14 projects - 5 Large Scale Projects and 9 standart projects.

Chairmanship of the JMC during year 2014 is in hands of the Russian Federation and meeting was chaired by Ms Angelina Stebakova – Adviser in the Ministry of Economic Development of the Russian Federation.


The representative from the European Commission, Mr Alejandro Eggenschwiler also participated in the meeting.

JMC members - representatives from the National and Regional Authorities from Estonia, Latvia and Russia were introduced with progress of Programme and Project implementation in accordance to Annual Work Plan 2014 and Information and Visibility Plan 2014. As well absorption of Technical Assistance budget 2014, overall Programme financing issues and report by the Audit Task Force was presented.
JMC members also were introduced with feedback on Programme and Project implementation from the CBC Monitoring mission of the European Commission.



Joint Monitoring Committee approved Annual Work Plan, Information and Visibility Plan and Technical Assistance Budget for the year 2015.



Other important decisions were taken on changes in LSP Communication and Visibility Guidelines, on changes in JTS staff and on the savings of Technical Assistance budget.

Chairmanship for the year 2015 following rotation principle was handed over to the Republic of Latvia and next meeting of the Joint Monitoring Committee, as well the Final Closing Event of the Programme will take place in Latvia.

The Joint Monitoring Committee is responsible for effective and qualitative implementation of the Programme, approving projects to be financed and monitoring implementation of the Programme. A representative from the European Commission participates in the work of the Joint Monitoring Committee in the capacity of an advisor.

The overarching strategic objective of the Estonia-Latvia-Russia Cross Border Cooperation Programme within European Neighbourhood and Partnership instrument 2007-2013 is to promote joint development activities for the improvement of the region’s competitiveness by utilizing its potential and beneficial location in the cross roads between the European Union and Russian Federation. The specific objective is to make the wider border area an attractive place for both its inhabitants and businesses through activities aimed at improving the living standards and investment climate.
