The Joint Technical Secretariat has commenced its work on the 1st of March 2010.

Unda Ozoliņa
Head of the Joint Technical Secretariat
Unda holds Master’s degree in Public Administration (the University of Latvia). She has worked in field of cross-border cooperation projects as a Project Leader, as a member of Steering Committee, participated in the implementation of different EU and national instruments funded projects, organization international conferences and seminars. Unda has elaborated and managed EU projects financed by Phare, Interreg, Estonia – Latvia cross border cooperation Programme 2007-2013, and others. Unda was a representative of Vidzeme Planning Region and a member of the Monitoring Committee of the Estonia – Latvia Programme within European Territorial cooperation.
As the Head of the Joint Technical Secretariat, Unda is responsible for overall management and coordination of the JTS team’s work.

Iveta Puzo
Project Manager
Iveta holds a Bachelor degree in German Linguistics. She has eleven years of professional experience in implementing EU funded projects and programmes. Her latest experience includes work at the Joint Technical Secretariat in Riga, where she was the Project Manager with the responsibility of implementation of INTERREG IIIA Priorities North (Estonia-Latvia-Russia) and South (Latvia-Lithuania-Belarus). Iveta has also worked in the Ministry of Regional Development and Local Government of Republic of Latvia as an expert for elaboration of the necessary documentation for implementation of the Estonia-Latvia-Russia CBC ENPI Programme 2007 – 2013.
As a Project Manager, Iveta is responsible for management and administration of Estonia-Latvia-Russia Cross Border Cooperation Programme.

Tarmo Pikner
Project Manager
Tarmo has obtained two Master degrees in the field of Engineering, followed by studies in the field of Foreign trade, International law, Economics and Management. Tarmo has 20 years of experience working with Foreign & EU Affairs, Regional Development and Spatial Planning issues on different levels. He has worked with Phare National, Phare CBC, Phare SPF, Phare ESC, Ecos-Ouverture, Life, Access, INTERREG II B, C and INTERREG III A, B programmes. He was involved in preparation of the INTERREG Programmes and was the member of the Monitoring Committee of Central Baltic INTERREG IVA Programme and the Steering Committee of the Archipelago and Islands Sub-programme of Central Baltic INTERREG IVA Programme.
As a Project Manager, Tarmo is responsible for management and administration of Estonia-Latvia-Russia Cross Border Cooperation Programme.
