Summary: This project is inspired by the idea of using green energy and energy-efficient building concepts to achieve energy efficiency. As going “green”, development of alternative energy resources and promotion of sustainable and effective use of energy resources are topical themes all over the world, the project aims to support the goals set by different policies. With existing technologies, energy savings of up to 30% are already feasible in European Union. In Russia, the energy intensity is three times higher than that of the European OECD countries. The energy saving potential is estimated at 45% of Russia’s current energy consumption. The project overall objectives are increased awareness, development and promotion of using green energy and energy saving principles in public houses by effective and sustainable use of energy resources, significantly improved energy savings and development of alternative and renewable energy sources. Specific objectives of the project are the following: 1) significant energy savings and use of green energy through renovation process of the Misso municipal centre in Misso rural municipality and two municipal buildings in Strugi-Krasnye District, 2) transition of two municipal buildings in Strugi-Krasnye District from heavy fuel oil heating to ground source heating, 3) introduction of the project and its objectives to the public and promotion of the use of green energy and energy-efficient building concepts to local governments in south-eastern Estonia and Pskov Region. Information and experience gained will be shared with other local governments in South-Estonia and Pskov oblast through model objects. This project is the first cooperation project between Misso rural municipality and Strugi-Krasnye District Administration. The partners have been engaged in cooperation since 2009. As a result of implementing the project, it will be possible to make south-eastern Estonia and Pskov Region a green energy pilot regions. The target regions are Misso municipality and Strugi-Krasnye Region, but South-Estonia and North-Russia can be also counted as larger target regions.
